Wakuu wapya wa mikoa
walioteuliwa wataapishwa tarehe 29 Juni, 2016 saa tatu kamili asubuhi Ikulu
Jijini Dar es salaam na mara baada ya kuapishwa watakula kiapo cha maadili ya
uongozi.

huo huo, Rais wa Jamhuri ya
Muungano wa Tanzania Dkt. John Pombe Magufuli leo tarehe 26 Juni, 2016 amefanya
uteuzi wa Wakuu wa Wilaya 139.
Katibu Mkuu Kiongozi
Balozi John Kijazi amesema katika uteuzi huo Rais Magufuli amezingatia mambo
kadhaa ikiwa ni pamoja na umri ambapo kwa wale ambao umri wao ni zaidi ya miaka
60 ameamua wastaafu.
Mhe. Rais amewashukuru
sana kwa utumishi wao mzuri na amesema pale ambapo itahitajika, serikali
itaendelea kuwatumia katika majukumu mengine.
Katika uteuzi huo, Wakuu
wa Wilaya waliopo sasa ambao wamebaki katika nafasi zao ni 39. Pia Rais
Magufuli amewateua Wakurugenzi Watendaji wa halmashauri 22 kuwa Wakuu wa Wilaya
kutokana na utendaji wao mzuri.
Aidha, nafasi 78 za
uteuzi wa Wakuu wa wilaya zimejazwa na watanzania wengine ambao wameteuliwa kwa
mara ya kwanza wengi wao wakiwa ni vijana, wenye elimu ya kutosha na uzoefu
katika maeneo mbalimbali.

‘TAMISEMI’ imetangaza majina ya wanafunzi waliochaguliwa kujiunga na Kidato cha
Tano na vyuo vya Ufundi kwa mwaka 2016. Wanafunzi waliochaguliwa ni kutoka
shule za Serikali na zisizo za Serikali.
Jumla ya wanafunzi 65,720 wakiwemo wasichana 29,457 na wavulana 36,263wamechaguliwa
kujiunga na Kidato cha Tano na Vyuo vya Ufundi. Kati ya wanafunzi waliochaguliwa 34,064 wakiwemo wasichana 13,466 na wavulana 20,598 sawa na asilimia 52 watajiunga na
masomo ya Sayansi na Hisabati.
Wanafunzi 30,897 wakiwemo wasichana 15,445 na wavulana 15,452 sawa na asilimia 47 wamechaguliwa
kusoma masomo ya Sanaa na Biashara na wanafunzi 759 wakiwemo wasichana 220 na wavulana 539 sawa na asilimia 1 wamechaguliwa kujiunga
na vyuo vya Ufundi.
Wanafunzi waliochaguliwa kujiunga na Kidato cha Tano mwaka 2016
wataanza muhula wa kwanza July 11 2016 na hakutakuwa na mabadiliko yoyote
ya shule.
Wanafunzi wote wanatakiwa kuripoti katika shule walizopangwa kwa
wakati, endapo mwanafunzi atachelewa kuripoti July 24 ambayo ndiyo siku ya
mwisho ya kuripoti nafasi yake itachukuliwa na mwanafunzi mwingine
aliyekosa nafasi

Mwanza uncovers more ghost workers

MWANZA Region, in its
second verification exercise on ghost workers, has discovered a total of 1,057
more such workers who did not show up during the verification process which was
held from April 18 to June 3, this year.
In the first phase of the
verification exercise the region led nationwide by having a total of 334 ghost
workers. Mwanza Regional Commissioner (RC), Mr John Mongela, said this here
yesterday when he was speaking to both the regional Secretariat and District
Council civil servants.
“In order to implement President
John Magufuli’s order of removing ghost workers from all payrolls, I created
two teams which were led by Assistant Administrative Secretaries. “The effort
also involved senior officials from my office,” he explained.
He said the teams discovered 28,068
workers who were paid salaries in February, this year, in both the regional
secretariat and council. A total of 27,416 are from councils and 652 from the
regional secretariat.
“The council’s workers who showed up
during the verification exercise totalled 26,359 and those who did not attend
were 1,057.
These are the ones whom we consider
to be ghost workers,” he said. He said the region had made a detailed physical
analysis of employees who did not come during the verification exercise at the
council level and found that 367 out of 1,057 workers who did not attend were
paid a total of 2,162, 730, 686/-.
He said among those workers 214 were
absent during the same period of verification and did not work. But they were
paid salaries amounting to 1,597,479, 435/- . “The teams also found out that
there were 74 workers who were retired but were paid 226,677,112/-.
Some civil servants had resigned but
were paid 54,383, 254/-,” he said. He added: “But the teams also found the
presence of three workers who were fired. Two of them had their salary payments
missing but one was paid 332,100/-.”
He said, however, that the team
found the existence of two public servants who contested in the 2015 general
elections were paid a total amount of 12,102, 000/-.
“But the saddest scenario involved
the existence of 33 deceased servants who were paid 64,515,879/-. Now I do not
know if the money (salaries) has followed them into their graves,” he quipped.
He also said that the verification
exercise of ghost workers has revealed the presence of 31 public servants who
were not known to their employers but were paid salaries. “This is funny, how
possible is it for an employer to pay a salary to an unknown worker?
For example, in Ukerewe District
Council there are public servants who are in the payroll but are not known to
their employer,” he said.
He added that the region has
revealed a total of 689 civil servants who did not attend the verification
exercise, but they deserve to be paid their salaries due to various reasons.
He said 416 servants were
transferred to other work stations, 29 were in studies, 18 were sick, 18 others
were not having specific reasons and five were on vacation. In the regional
secretariat, he said, 35 workers were assessed.
One had died but his bank account
had received a total of 3,980,000/-. He said one servant was dismissed, but his
account got a total of 3,617,820/- and one worker who resigned had 3,556,860/-
deposited in his bank account.

UWAJIBIKAJI WA VIONGOZI KWA USTAWI BORA WA MWANANCHI.

Katika jitihada za kuona jamii yetu inapiga hatua
moja zaidi mbele, na pengine kutoka hali iliyopo sasa kuna haja ya uwajibikaji
mkubwa kwa viongozi na wananchi kwa ujumla.
Nilikuwa najaribu kupitia ripori ya mkaguzi na
mdhibiti wa hesabu za serikali(CAG) ya mwaka 2015, Kuhusu ukaguzi wa taarifa za
fedha za miradi ya mendeleo kwenye halmashauri zetu.
Hasa nikiangalia kwenye jamii yetu ya Kwimba, ripoti
ni nzuri kidogo tofauti na ya miaka kadhaa iliyopita ambapo wilaya haikuwa na
hati ya kuridhisha kwa maana ya kuwa na kasoro na mapungufu mengi
katika kutekelza miradi ya maendeleo.
Katika miradi mitano ya maendeleo iliyokaguliwa na
kutolewa ripoti, walau miradi minne imefanya vizuri kasoro mmoja ambao
haujafanya vizuri. Programu ya maendeleo ya kilimo(ASDP), mfuko wa afya(HBF),
mfuko wa barabara(RF) na Programu ya maendeleo ya sekta ya maji(WSDP) ndiyo
iliyopata hati inayoridhisha, huku mfuko wa maendeleo ya jamii(TASAF) ukipata
hati isiyoridhisha.
Pamoja na baadhi ya miradi hiyo kufanya vizuri lakini
ripori imetaja changamoto na mapungufu mbalimbali ambayo serikali inapaswa
kutilia mkazo ili kuboresha miradi hiyo na mingine mingi inayofanyika katika
jamii zetu.
Mfano mpango wa maendeleo wa kilimo wa wilaya(DADP),
unashughulikia vipi changamoto anazokumbana nazo mkulima wa pamba, alizeti na
mazao mengine anayolima mkulima wa Kwimba?. Vipi kuhusu kilimo cha umwagiliaji
kwa baadhi ya maeneo kinapewa msisitizo gani katika kumkomboa mwananchi wa
kawaida anayetegemea kilimo kujikimu na hali ya maisha.
Katika taarifa mbalimbali za serikali, Halmashauri
zote nchini zimeshauriwa kutekeleza maazimio 12 yaliyoazimiwa na wakuu wa
mikoa, mkoani Dodoma mwaka 2014 ili kuainisha changamoto za ukosefu wa ajira
kwa vijana na utatuzi wake.
Katika hili
ushirikishwaji wa mwananchi ni muhimu sana ili halmashauri ziweze kubaini
changamoto haswa zinazowakabili vijana wengi kwenye suala la ajira na namna
bora ya kushughulika nazo, ikiwa ni pamoja na Mipango mathubuti ya kuwasaidia. Niliwahi
kuandika huko nyuma nikimshauri diwani wangu kwa niaba ya madiwani wenngine
suala la fursa za ujasiliamali.
Pia katika kusomasoma habari mbalimbali niliona habari
ya halmashauri moja ambapo baraza la madiwani walipitisha mpango wa bima ya
afya ulioboreshwa .unaotolewa na mfuko wa hifadhi za jamii CHF kwa kuwa
umepanua wigo wa matibabu kwa wananchi wengi waishio vijijini na kurekebisha
masharti ya kujiunga.
Sina hakika kama kwetu tumefikia huku, kama na kwetu hali
ipo hivi basi ni vizuri. Ila kama bado kuna haja ya viongozi tuliowachagua
kuangalia uwezekano wa kupendekeza masuala ya muhimu kama haya kama njia mojawapo
ya kuboresha ustawi wa wananchi wao.
Suala la watumishi hewa na mishahara hewa kwenye
taasisi nyingi za serikali mathalan halmashauri kufikia sasa limefanyiwa kazi kwa ustadi mkubwa
kiasi cha kuokoa fedha nyingi zilizokuwa zinatumiwa na watu wachache. Kia halmashauri
ya wilaya ilikwa inawajibika kubaini watumishi hewa kupitia idara zote zilizo
chini ya halmashauri hizo.
Zoezi hili linapaswa kuwa endelevu kwa maana
ya kudhibiti ufujaji wa mali za umma. Na pia wahusika wote walioiingizia
serikali hasara kuwajibishwa kwa mujibu wa sheria.
Kuanzia april na
mwezi may mwaka huu(2016) kuna mradi wa uimarishaji mifuko ya sekta za
umma(PS3) ambapo katika mkoa wa mwanza umeanza na wilaya mbili za KWIMBA na
SENGEREMA ambapo mradi huo utatekelezwa kwa miaka mitano katika awamu ya
kwanza. mradi unafadhiliwa na shirika la maendeleo la kimataifa la
marekani(USAID).
kwa kila mkoa zimetengwa wilaya mbili zenye mahitaji
makubwa ya uboreshaji mifumo yake ya sekta za umma.
Matarajio makubwa ya mradi huu
utaimarishwa katika ngazi ya kitaifa na katika halmashauri, ili kutumia
rasilimali kwa uwazi, kwa kuwezesha ushirikishwaji wa wananchi katika kupanga
na kufuatilia na kutoa matokeo ya ufanisi wa kazi kwa kila sekta.
maeneo ya utekelezaji wa mradi huo
ni Utawala Bora na Ushirikishwaji wa Raia, Rasilimali Watu, Rasilimali Fedha,
Mifumo ya Mawasiliano na Utafiti Tendaji (Operational Research).
Katika hatua nyingine inashauliwa kwamba, kila
hamashauri inapaswa kutenga asilimia 10 ya mapato yake kwa ajiri ya kuviwezesha
vikundi mbalimbali vya ujasiriamali mathalan vinavyowahusu vijana na wanawake.
Hili limekuwa likilalamikiwa kutofanyika kama
inavyopaswa, ama kwa wakurugenzi au watendaji wa halmashauri kadhaa kutotenga
kiwango hicho cha asilimia kwa kuviwezesha vikundi na kuvisimamia viweze kukidhi
matakwa na mahitaji yao na ya jamii nzima kwa ujumla.
Aidha, halmashauri inapaswa kupanga bajeti yake ya
miradi ya maendeleo inayopaswa kutekelezwa kabla ya bajeti ya serikali kupitia
bajeti za wizara hazijapitishwa na bunge. Hilo limekwisha fanyika kwa
halmashauri zote mpaka sasa, na baadhi kuweka wazi Mipango ya mabaraza yao ya
madiwani kuhusu utekelezaji wa miradi yao waliyoiainisha katika bajeti zao.
Sina
hakika kama na kwetu wana utamaduni huo wa kuwafanya wananchi wao kujua nini
kinapaswa kufanywa na kwa muda gani.
Nilijaribu kupitia mifumo ya bajeti za halmashauri
na kuona mpangilio wa vyanzo vya mapato ya upangaji na uendeshaji wa bajeti
hizo ambapo ni pamoja na; Ruzuku
kutoka Serikali Kuu; masharti, jumla & sawia; Mapato ya Ndani ya H/M; Fedha za Wahisani; Mikopo toka taasisi za kifedha, ikiwemo
LGLB, Municipal Bounds; Michango
ya wananchi,taasisi za hiari pamoja na nguvu kazi ya wananchi.
Kufanya kilicho sahihi kunahitaji zaidi muongozo wa
maadili sahihi, ni imani viongozi tuliowachagua wakishirikiana na viongozi
wandamizi wa serikali kufuata utaratibu sahihi wa kufanya kilich sahihi pia.
Katika kufanikisha hilo kuna mambo kadhaa ya
kuzingatia. Moja, kuzingatia taaluma katika kutoa huduma bora na stahiki, pia
kufanya kazi kwa bidii, kutokuwa na upendeleo na kuwa na matumizi sahii ya taarifa za
uendeshaji Mipango.
Pili, ni viongozi kuwa waaminifu kwa maana ya
kufuata maadili ya kazi wanazozifanya. Na mwisho ni kutimiza wajibu wao. Katika
kutimiza wajibu kunahitaji mambo kama utii kwa serikali, Kuwajibika kwa umma,
pamoja na Kuheshimu na kutii sheria.
Bila kuzingatia mambo ya msingi kama hayo, ni
dhahiri mambo yatakuwa sege mnege kwa sababu kila mtu anaweza kufanya awezalo
ilimradi aonekane amefanya jambo. Siku zote
utekelezaji wa Mipango kwa kadri ilivyopaswa ni tiba mujarabu katika kuboresha
maisha ya wananchi. uwajibikaji wa viongozi huchochea ustawi bora wa maendeleo ya mwananchi!
